Persatuan Ulama Malaysia (PUM) is a non-governmental and non-political organisation dedicated to upholding the institution of the ulama. Clause 111 of the PUM Constitution sets out the following objectives:
- To unite the ulama within the Islamic movement and mobilise their collective efforts to uphold Islamic law and defend the truth and purity of its teachings.
- To enhance the standing and role of the ulama in society.
- To undertake welfare initiatives for members.
- To conduct scholarly research, publish lawful academic works, and revive the intellectual heritage of earlier Muslim scholars.
- To cooperate with other Islamic organisations in Malaysia.
- To strengthen moral and spiritual values in society and address the causes of moral decline.
- To guide society in building and developing the ummah according to Islamic teachings.
- To pursue initiatives that advance these objectives and enhance the image of Persatuan Ulama Malaysia.
Clause 111(A) provides that every initiative undertaken in pursuit of these objectives must not conflict with Islamic law or the laws of the Islamic Religious Councils and Malay customary institutions. PUM will seek their advice and guidance before carrying out relevant activities.
PUM is guided by the saying of the Prophet Muhammad (peace be upon him):
مَنْ رَأَى مِنْكُمْ مُنْكَرًا فَلْيُغَيِّرْهُ بِيَدِهِ، فَإِنْ لَمْ يَسْتَطِعْ فَبِلِسَانِهِ، فَإِنْ لَمْ يَسْتَطِعْ فَبِقَلْبِهِ، وَذَلِكَ أَضْعَفُ الْإِيمَانِ
Meaning: “Whoever among you sees an evil, let them change it with their hand. If they are unable, then with their tongue; and if they are unable, then with their heart—and that is the weakest of faith.” (Narrated by Muslim).
